I am a middle aged guy who is finally facing up to my rosacea. I've never had anything resembling a "skin care regimen" before, as a matter of fact I never really even used a moisturizer before. Now I really having some redness and itching problems and so I am trying to do better.
I usually shower in the evening and use "sensitive skin" soap (Dove I believe). Then I apply Eucerin Calming Creme to face, chest, arms, etc (anywhere that needs it). In the morning I wash off the Eucerin with Cetaphil and apply an Olay SPF Moisturizer as needed. I don't usually wash my face again during the day, unless I don't shower (hey I live in Seattle and its usually pretty cool) in which case I wash again with Cetaphil before applying the Eucerin. Thats about it. Does that sound reasonable? Is soap ok? Do I need to cleanse with Cetaphil each time I reapply a lotion? Any suggestions? Thanks...

I personally am against using facewashes UNLESS you use water insoluble products like heavy sunscreens, makeup or silicone mattifiers. In many cases the unnecessary overusage of face washes or soaps just exacerbates rosacea.
I believe the Olay and Eucerine products you are using are water soluble cause they contain emulsifiers that mix oil and water ingredients, hence you can just wash them off with water.

Yeah I was wondering about that, especially since my Cetaphil Gentle Skin Cleanser lists cetyl ALCOHOL as the 2nd ingredient! (Didn't notice that until after purchasing; how can that be?!) I've been applying the Cetaphil without water and leaving it on; mistake?
On a separate note, I workout several times a week and was wondering if I should wash off any lotions before I workout? I know its good to shower right after, but was wondering whether moisturers (especially those with SPF) might block up the sweat or otherwise cause problems?

Cethyl alcohol is not the same as denaturated alcohol/ sd alcohol/ ehyl alcohol. Exerp from the ingredient dictionary of Paula Begouin:

cetyl alcohol: Fatty alcohol used as an emollient, emulsifier, thickener, and carrying agent for other ingredients. Can be derived naturally, as in coconut fatty alcohol, or synthetically. It is not an irritant and is not related to SD alcohol or ethyl alcohol.
Cetaphil Gentle Skin Cleanser ingredients:
Water , Cetyl Alcohol , Propylene Glycol , Sodium Lauryl Sulfate , Stearyl Alcohol , Methylparaben , Propylparaben , Butylparaben
What you should be concerned is Sodium Lauryl Sulfate. It is a strong surfactant that generally makes face feel 'tight' after cleansing but it also depends on the formulation. The reviews on this cleanser is that in general it is mild yet its better without it if only water is enough to remover your products.
